Type the license number, then press the Search button.
You can verify any Texas HVAC contractor free at TDLR License Search: choose "Air Conditioning Contractors" and enter the license number. Ours is 52456.
Source: tdlr.texas.gov, checked Sep 11, 2026Avanelle Cooling & Heating does its work under license 52456.
TDLR shows it with leading zeros, as TACLB00052456E. The truck and the license card print TACLB52456E. Both forms name one and the same license.
TDLR's public record for license 52456 types the business name as "AVANELLA HOMES LLC" with a DBA "AVANELLE HVAC" — a spelling on the state's record, not a different company. A correction has been requested.

Source: tdlr.texas.gov, checked Sep 11, 2026What A Class B License Means
A Class B license covers systems up to 25 tons of cooling capacity or 1.5 million Btu per hour of heating output — every residential and light-commercial system.

What Texas Law Requires
Texas law requires every air conditioning contracting company to employ a licensed contractor full-time in each permanent office; a company without one cannot enforce its contract or collect a fee.
Source: statutes.capitol.texas.gov, checked Sep 11, 2026Texas requires every licensed air-conditioning and refrigeration contracting company to show its affiliated licensee's license number in all advertising that solicits business (16 TAC §75.71(h)).

Our City Of San Antonio Registration
Avanelle Home Renovation holds City of San Antonio registration HIC-26-00132. It is a Home Improvement Contractor registration, not a trade license.
A City of San Antonio Home Improvement Contractor registration covers repairs, replacements and remodels of existing homes (City Code Sec. 10-25).
Source: docsonline.sanantonio.gov, checked Sep 11, 2026A San Antonio Home Improvement Contractor registration is valid for two years and must be renewed every two-year period.
Source: docsonline.sanantonio.gov, checked Sep 11, 2026To hold a Home Improvement Contractor registration, a contractor must pass an FBI criminal background check and keep liability insurance on file with the City of San Antonio.
Source: docsonline.sanantonio.gov, checked Sep 11, 2026In San Antonio, mechanical (heating and air-conditioning) work is regulated separately from home-improvement registration (City Code Sec. 10-116), and the City requires the state TDLR license for it (Sec. 10-114) — a Home Improvement Contractor registration is not the HVAC credential.
Source: docsonline.sanantonio.gov, checked Sep 11, 2026Structural work on a San Antonio home — new construction, structural alterations, additions and foundation repairs — requires the City's separate Residential Building Contractor registration.
Source: sa.gov, checked Sep 11, 2026You can look up any City-registered contractor by registration number or company name in the City of San Antonio's Contractor Connect search.
Source: sanantonio.gov, checked Sep 11, 2026What Texas Does Not License
Texas does not require a state-issued license for roofing contractors; a 2025 Texas House bill to create one did not pass.
Source: capitol.texas.gov, checked Sep 11, 2026Texas has no state license for general contractors, window installers or foundation repair companies — TDLR licenses air conditioning and electrical contractors, among other trades, but none of these.

What HVAC Proposals Must Carry

Check A San Antonio Permit
Start with the house's address, not the contractor's name. Where the house sits decides which office holds the permit.
Inside San Antonio City Limits
City of San Antonio building permits issued on or after November 30, 2020 are in BuildSA, the city's online permit portal.
Source: docsonline.sanantonio.gov, checked Sep 11, 2026Older San Antonio permits — issued April 2003 through November 2020, plus a limited batch from 1998–2003 — are held in the city's Legacy Permit Data Portal.
Source: sa.gov, checked Sep 11, 2026When we checked on September 11, 2026, the portal returned an error page. The link opens the City's page that describes the portal.
Unincorporated Bexar County
Outside city limits, there may be nothing to look up, and that is normal.
Bexar County does not require a county building permit for single-family homes (including duplexes and triplexes) in unincorporated areas; county permits cover floodplain development, on-site sewage (septic) systems, right-of-way and driveway work, and storm-water quality.
Source: bexar.org, checked Sep 11, 2026A Bexar County Floodplain Development Permit is required for any property in, or within 100 feet of, a FEMA-designated 1% (100-year) floodplain.

Outside San Antonio and unincorporated Bexar County, ask the city where the house sits.
Why The Permit Matters
CPS Energy requires a City permit number on every HVAC rebate application for a project completed inside San Antonio city limits.
Source: resi-savenow.cpsenergy.com, checked Sep 11, 2026San Antonio's residential code (2024 IRC Section M1401.3, adopted unamended by City Code Sec. 10-36) requires heating and cooling equipment to be sized per ACCA Manual S from building loads calculated per ACCA Manual J or another approved method.
Source: docsonline.sanantonio.gov, checked Sep 11, 2026An Empty Search Proves Nothing
A search that finds no permit does not prove none exists.
The City's online permit records start with a limited batch from 1998.
Source: sa.gov, checked Sep 11, 2026Addresses are typed differently from one system to the next. A permit can sit under the contractor's name, not the owner's.
What To Ask Any Contractor
Before work starts, ask which office issues the permit for this address. Ask them to give you the permit number in writing.
When the work ends, ask whether the permit closed and where to see it.
